Capitol Tech Solutions successfully migrated and redesigned the California Department of Human Resources’ public-facing website, a complex site with over 760 pages, from a legacy SharePoint 2016 environment to the CAWeb Publishing Services platform, powered by WordPress.
The project was completed on time and within budget, with a strong focus on accessibility, usability, and compliance. The new site was built to meet WCAG 2.2 AA accessibility standards, ensuring an inclusive experience for all users. Designs adhered to the California State Web Design System (CWDS), incorporating compliant UI components, standardized styling, and a consistent visual identity across the site.
Throughout the project, CTS engaged with nearly 20 different stakeholder groups including Executive Leadership, IT leadership and project team members, along with the representatives of 16 divisions and several program teams.
The team conducted a full content audit to determine what should be migrated, updated, or archived, then developed a structured content migration strategy to maintain data integrity and optimize clarity. In addition, the team worked with each stakeholder group to better understand the intended audience of the content, define the user journey and identify how internal CalHR consume and interact with content within the site.
Analytic and accessibility tools were implemented to determine content ranking by page views, sessions and bounce rate data to determine the prioritization of content hierarchy and location, while developing an inventory of pages that would be triaged to improve the engagement of users with the content.
Custom Figma designs were translated into responsive front-end components compatible across modern browsers and devices. The site’s functionality and design were extensively tested to ensure a seamless user experience on desktops, tablets, and mobile phones.
To support long-term performance and compliance, the site was optimized for security, including the implementation of Secure Socket Layer (SSL) encryption, and performance enhancements such as caching and responsive design. Redirects were also established to maintain SEO rankings and link continuity.
By aligning design and development with the state’s standards and ensuring full ADA compliance, Capitol Tech Solutions delivered a modern, scalable, and user-friendly website that meets the evolving digital needs of CalHR.
