The Challenge
The California State Association of Counties (CSAC) serves as the unified voice for California’s 58 counties, advocating on a wide range of legislative, fiscal, and policy issues. As a central hub for advocacy materials, press releases, and member services, the website needed to meet the demands of diverse user groups, from legislative staff to county executives.
The previous site had become difficult to manage, with a fragmented backend, outdated design, and limited mobile responsiveness. Internal staff struggled to update pages quickly, and members had a hard time finding relevant, timely content. CSAC needed a scalable platform that could integrate with its Association Management System (AMS), streamline publishing, and remain fully accessible.
Our Approach
Capitol Tech Solutions partnered with CSAC to develop a modern, accessible platform designed for rapid content updates and seamless integration with their internal systems. The new website was built in WordPress using the BRICKS builder, giving CSAC full control over design layouts and future content expansion.
A key feature of the rebuild was the custom integration of CSAC’s AMS, Rhythm, allowing dynamic content delivery and personalized access to resources for members. Our team worked closely with CSAC’s policy and communications teams to define user flows, restructure site navigation, and standardize page templates for programs, events, and news updates.
The project required close coordination across multiple stakeholder groups and schedule shifts. Despite these moving pieces, CTS delivered the new website ahead of CSAC’s Spring Advocacy Conference in April 2025.
Key components of the build included:
- Custom WordPress site with Bricks page builder
- ADA/WCAG 2.2 AA accessibility compliance
- AMS (Rhythm) integration for dynamic member content
- Modular templates for advocacy issues, events, and media
- Site launch timed for the Spring Advocacy Conference
- Ongoing support and hosting with CTS post-launch
Results
The new CSAC website delivers a more accessible, streamlined, and functional user experience across desktop and mobile. Internal teams are empowered to manage updates efficiently, and members benefit from improved navigation and personalized resource access.
